When Jake (Cedric the Entertainer) awakes one morning in a strange hotel room, he finds himself in a bit of a predicament; there's a corpse in his bed and a briefcase full of cash. Not only that, but he cannot remember who he is or how he got there. He meets Gina (Lucy Liu), a waitress, who tells him he is a janitor at a video-game company and that she is a girlfriend. But Jake believes he is an undercover agent for the CIA, and he tries to figure out the truth.

Reporter James (Charlie Sheen) brings petty crook Franklin (Chris Tucker) to justice, but as Franklin is being taken to jail, he is unwittingly drawn into a violent prison break. The police pursue Franklin, mistakenly thinking he killed several officers, so the fugitive turns to James for help. Figuring he has stumbled upon the story of a lifetime, the journalist agrees to prove that Franklin is innocent. Unfortunately, things don't go smoothly, and both men find themselves on the run.

Master thief Anthony Fait (DMX) pulls off a major jewel heist and somehow manages to escape from the SWAT team that's pursuing him. Internal affairs investigator Niebaum (J.T. Walsh) discovers the gun used had been handled by Roman. When no one believes his innocence, Roman takes Niebaum hostage. When Chris Sabian (Kevin Spacey) arrives to hear Roman's demands, the two skilled negotiators begin a tense stand-off.
