Sheriff Steve Upton (Randolph Scott) is a devoted lawman who works tirelessly to keep order in his small town, nestled within the Utah territory. So, when Cheyenne Rogers (Glenn Ford), an old friend with a criminal past, rolls into town, Upton is immediately on edge. Cheyenne assures his pal that all that's behind him now. But when the town bank is robbed, Cheyenne becomes the locals' number one suspect. He'll have to prove his innocence to save himself and his friend's reputation.

Frank Spig Wead (John Wayne) is a pilot trying to improve the Navy's aviation program. His military posts often require him to move his wife (Maureen O'Hara) and children. On the night he decides to spend more time with his family, Spig falls down the stairs and breaks his back. During his recovery, buddy Jughead Carson (Dan Dailey) convinces Spig to start writing pro-military films. Although he is successful, the Pearl Harbor bombing moves Spig to rejoin the Navy despite his paralysis.

In a Nazi-occupied European nation, Albert Lory (Charles Laughton) is a meek schoolmaster who is dominated by both his students and his elderly mother, Emma (Una O'Connor). Though Albert is initially wary of efforts to oppose the invading soldiers, he changes his tune after he's falsely accused of murder. He begins to make rousing speeches against the Nazis and their collaborators, prompting Maj. Erich von Keller (Walter Slezak) to offer Albert a pardon if he aids the Nazi cause.
