Corrupt National Security Agency official Thomas Reynolds (Jon Voight) has a congressman assassinated to assure the passage of expansive new surveillance legislation. When a videotape of the murder ends up in the hands of Robert Clayton Dean (Will Smith), a labor lawyer and dedicated family man, he is framed for murder. With the help of ex-intelligence agent Edward "Brill" Lyle (Gene Hackman), Dean attempts to throw Reynolds off his trail and prove his innocence.

The problem is that Billings is crusading against an international drug cartel. They retaliate by kidnapping Jack and infecting him with a deadly and highly contagious virus. Responsible for the boy, Frank must reclaim him and then find an antidote before scores of innocents are stricken.
The Kremlin Letter
When an unauthorized letter is sent to Moscow alleging the U.S. government's willingness to help Russia attack China, former naval officer Charles Rone (Patrick O'Neal) and his team are sent to retrieve it. They go undercover, successfully reaching out to Erika Kosnov (Bibi Andersson), the wife of a former agent, now married to the head of Russia's secret police (Max von Sydow). Their plans are interrupted, however, when their Moscow hideout is raided by a cunning politician (Orson Welles).
