A rail journey turns into a standoff with terrorists when a militia group led by the merciless David Anderson (Brent Huff) hijacks a train carrying Sen. Douglas Wilson (Ernie Hudson) and his staff. What the bad guys aren't expecting is that Eddie Lyman (Jeff Fahey), a federal agent who has previously tracked Anderson, happens to be on board by coincidence to surprise his girlfriend, who works for Wilson.
